Walters Clinical Consulting is led by Matt Walters, a nationally recognized expert in addiction and behavioral health services with over 15 years of nursing experience and more than a decade in executive leadership. As Vice President of Clinical Services for a multi-state healthcare organization, Matt oversees more than 30 hospital-based addiction programs, with responsibility for clinical services, regulatory compliance, program development, and performance outcomes.
A national speaker on addiction services, Matt is passionate about advancing the field through education and innovation. He regularly presents on workforce development, standards of care, and emerging models of treatment delivery. In 2026, he was honored with the President’s Award from the International Nurses Society on Addictions (IntNSA) in recognition of his contributions to addiction nursing practice.
Matt’s work spans the full continuum of addiction care, including medical detoxification, inpatient stabilization, and transitions to residential and outpatient services. He has led insurance parity challenges against major payers, advocating for appropriate coverage and improved access to care for patients in need.
Through Walters Clinical Consulting, Matt provides merit review, expert witness services, medical record review, clinical summaries, and standard of care analysis. He has supported both plaintiff and defense cases, bringing a balanced, objective perspective grounded in real-world clinical leadership.
Outside of his professional work, Matt finds the most fulfillment in spending time with his 6-year-old son, Graydon and their two golden doodles, Willow and Timber. Together, they enjoy gardening, boating, and taking in the beauty of Florida’s Gulf Coast, where they reside.
Our Story
Walters Clinical Consulting was born out of real-world demand.
Over the years, attorneys across the country began reaching out to Matt Walters for insight on complex addiction and behavioral health cases, seeking clarity on medical records, standards of care, and the clinical realities behind patient outcomes. What started as individual consultations quickly revealed a larger gap: a need for credible, experienced clinical experts who could deliver objective, high-quality analysis grounded in real practice.
As those early engagements grew, so did the recognition that both patients and healthcare organizations deserve accurate, fair, and defensible representation. Walters Clinical Consulting was established to meet that need, bringing together deep clinical expertise, operational leadership, and a commitment to integrity.
Today, our work is rooted in a singular mission: to provide clear, evidence-based clinical testimony that supports justice, strengthens legal strategy, and upholds the standards of care across addiction and behavioral health services.
A Message from Matt
When I first began my career in healthcare, my focus was simple, provide excellent patient care and support the teams around me. Over time, that work expanded into leadership roles, building and scaling clinical programs, and ultimately overseeing addiction and behavioral health services across hospital systems nationwide. Along that journey, attorneys began reaching out, seeking clarity on complex medical and behavioral issues, standards of care, and the realities of addiction treatment. What started as occasional consultation quickly revealed a critical gap: the need for experienced, credible clinical professionals who could bridge healthcare and the legal system with precision and integrity.
That realization led to the creation of Walters Clinical Consulting.
Today, I serve as an executive for a national healthcare organization, where I oversee clinical operations, regulatory compliance, and quality initiatives across dozens of hospitals and treatment programs. Over the course of my career, I have helped implement addiction treatment services in more than 100 hospitals and led multidisciplinary teams comprised of clinicians, nurses, physicians, and behavioral health professionals.
My work extends beyond operations. I have served as an expert in legal matters involving substance use disorder treatment, behavioral health, and medical care, supporting both plaintiff and defense cases. I have also led high-level parity challenges against insurance providers, resulting in significant outcomes for healthcare organizations and patients alike.
As a national speaker on addiction services, nursing workforce development, and standards of care, I have had the privilege of presenting at leading conferences including the International Nurses Society on Addictions (IntNSA), the American Society of Addiction Medicine (ASAM), and Becker’s Hospital Review. In 2026, I was honored to serve as a keynote presenter in Seattle and to receive the President’s Award from IntNSA, recognition that reflects my dedicated to advancing the field of addiction nursing and improving patient outcomes.
Clinically, my expertise is grounded in addiction medicine, behavioral health treatment, detoxification services, and healthcare operations. I specialize in medical record review, case chronologies, standards of care analysis, and expert witness testimony, always grounded in evidence, regulatory standards, and real-world clinical practice.
At Walters Clinical Consulting, our mission is to bring clarity to complexity. We approach every case with objectivity, clinical rigor, and a deep respect for both the healthcare and legal systems. Whether supporting plaintiff or defense, our role is not to advocate, it is to provide accurate, defensible, and unbiased clinical insight.
This work is deeply personal to me. It represents the intersection of two systems that profoundly impact lives. When done right, it ensures accountability, supports informed legal decisions, and ultimately promotes better care for patients.
